ICC Pakistan is performing the role of facilitator and National Guaranteeing Organization for the stakeholders in the regional trucking industry in Pakistan to implement the TIR Convention in Pakistan. ICC Pakistan is an Associate Member of the International Road Transport Union (IRU) and the TIR Commission of ICC Pakistan comprise of logistics and transport companies who need to avail the facilitation for transit trucking in the region under the TIR Commission. ICC Pakistan has been designated the National Guaranteeing and Issuing Organization for the TIR Carnets in Pakistan by the Government of Pakistan.

TIR Commission

The PNC-ICC TIR Commission is co-chaired by Mr. Tariq M. Rangoonwala (Chairman, ICC Pakistan) and Mr. Babar Badat of Transfreight Corporation (Pvt.) Ltd. The purpose of initiating the TIR Commission was specifically to create the relevant representation of those organizations in the transport sector who need the TIR trucking carnets for facilitating their regional transport movements. The TIR Commission is a sector specific group of the stakeholders involved in regional transport and logistics and the TIR Convention will need to be overseen by those who require its facilitation. Any other grouping in the transport sector are too broad and involves too many issues because of the myriad of issues already prevailing in the sector, hence the necessity for the formation of a core stakeholder group whose main focus would be the IRU and the TIR Convention by virtue of their ongoing operations, which involve cross border transit trucking.

On 30 November 2004 a seminar was held at Karachi, organized by the National Committee of the International Chamber of Commerce (ICC Pakistan) and the National Trade and Transport Facilitation Committee (NTTFC), with support from the Ministry of Commerce through the Trade and Transport Facilitation Project (TTFP). Some eighty persons from a cross-section of Government agencies and business organisations participated in the seminar. Mr. Ramzan Bhatti, CBR Member (Customs) was Chief Guest. Invited speakers included Mr. Poul Hansen, TIR Secretary, UN Economic Commission for Europe (UNECE) and Mr. Julian Genkov, Head - TIR Admission and Audit, International Road Transport Union (IRU).

ICC Pakistan also supported the Regional Transit Trade Workshop hosted by PIFFA on 13th January 2007 and also consulted International Road Transport Union (IRU) officials and approached the Government of Pakistan with regard to expediting the accession process.
